Edward Ker Mulgan was a inspector of schools for the Auckland Education board who had a meaningful career teaching and inspecting schools. Mulgans career as an inspector saw him respected and well regarded among teachers who advocated for them by introducing a national grading system that made promotions and appointments based on merit as they guiding principle. Mulgan was also an advocate for kindergarten training and is said to have been one of the founders of the Auckland Kindergarten association. Edward also published textbooks for use in schools. These include, The New Zealand nature-study book and The New Zealand citizen, this early civics text was used to teach topics later included under the general heading of social studies.
